Youth Bureau


The Youth Bureau handles many different assignments including all juvenile complaints. In 2008 juveniles detectives handled 869 investigative complaints up from 706 in 2007 (+163). Youth Services also administer D.A.R.E. education in the Chippewa Valley, Utica and Mt. Clemens school districts along with 2 private schools. The Unit is funded by Macomb County tax payers. The cost comes to $0.53 a year per resident.

In 2009 thus far the Youth Bureau has seen a dramatic increase in juvenile complaints ranging from Attempt Homicides to Internet/Cyberspace cell phone threats and harassment. Youth Services is also seeing an increase in Drug Crimes involving drugs in schools and distribution among the juvenile population. The Bureau costs tax payers 53 cents per person, per year for all of these services.

Attached is a list of various incidents the Youth Services has handled in the 2009 calendar year.


10/2008- HIGH SCHOOL (BOMB THREAT):

Officers were dispatched to a local High School for a “Bomb Threat”. Deputies once on the scene requested K-9 officers for school search. K-9 arrived on scene and school was searched (with negative results). Evidence Technicians were used to process writings on the bathroom walls. After further investigation two students were charged with making “Bomb Threats” at the school.

7/20/2009- SCHOOL (B&E):

Officers were dispatched to a local school for a B&E report. After speaking with the principal it was determined unknown person(s) entered the school and entered into the computer room stealing multiple lap top computers and other various electronic devices. After further Youth Services investigations officers were able to make several arrests (9-juveniles) and suspect(s) advised that many lap tops were thrown into the Clinton River.

Officers with assistance of the Macomb Underwater Search and Recovery Team were able to dive into the location and retrieve several lap tops. Suspect(s) were arrested and at the time of this report, two have pled guilty while 7 suspects still await trial dates.

9/20/2009- TRAFFIC STOP (JUVENILE) DRUG FORFEITURE:

Officers working Macomb Township, Michigan on September 20, 2009 observed westbound Hall Road vehicle with dark window tint. Officers conducted a traffic stop and while interviewing the driver could smell a “strong” odor of what officers believed to be marijuana coming from the vehicle. Officers detained driver and passenger and requested K-9 to the scene for further investigation.

K-9 had positive hits near the center console of vehicle. During this incident, approximately 1.5 ounces of marijuana, 5 ecstasy pills, a scale and other paraphernalia were seized showing the individuals’ intent was to distribute the illegal drugs. Officers placed subject(s) under-arrest and due to past drug charge(s) the vehicle in question was forfeited on enhanced drug charges.

HIGH SCHOOL (K-9 SWEEP):

In the school year of 2008/2009 Officers from the Macomb County Sheriff’s Office along with assistance from the Sheriff’s Office K-9 units conducted hallway/bathroom sweeps inside of a local High School. K-9 Officers along with handlers and detectives from the Sheriff’s Youth Services Division had several “HITS” (24) during the sweep. Students were summoned to the main office and citations were handed out and suspensions were given to students.

In the month of April 2009 Officers along with K-9 conducted “outside” parking lot sweeps at a local High School. K-9 Officers and detectives from Sheriff’s Youth Services made “positive” contacts and school administrators were notified. Youth Services Division detectives charged students for possession charges of marijuana.

2008/2009 MACE ASSISTANCE:

On several incidents the Macomb County Sheriff’s Office MACE Unit has assisted the Youth Services Division in investigating computer crimes involving juveniles. The MACE unit helped in the apprehension of a juvenile who was manufacturing pornographic material on a cell phone and distributing the photos to classmates at a local high school. Charges are pending on the juvenile.
